This essay analyzes the strengths and weaknesses of the U.S. Army’s current Talent Management Information System and proposes improvements to better support recruiting, workforce planning, and personnel development. It recommends Oracle HCM Cloud as a modern HR solution to improve system integration, performance management, training, and leadership succession planning.
